Eight Keys to an Extraordinary Board

CHAPTER III.
STANDING AND DISTRICT COMMITTEES.


Rule 1. At a meeting called within one week of the annual meeting of the Board, the Chairman shall appoint committees of three members each as follows: A High School Committee, three District Committees, and the following standing committees: Rules, Salaries, and Finance; Buildings, Supplies and Courses of Study; Special Departments, Evening Schools, and Attendance. The Chairman of the Board may serve on committees the same as other members.

Rule 2. The first named member of each committee shall be the chairman

Rule 3. The High School Committee shall consist of one member from each of the District Committees and shall have supervision over matters pertaining to the High, Continuation, and Vocational Schools.

Rule 4. The District Committees shall be named as follows and shall have supervision over the schools assigned them:

The First District, including schools known as Elm Street, Highland, Nonotuck Street, West Holyoke, William Whiting.

The Second District, including schools known as Elmwood, Ingleside, Joseph Metcalf, Kirtland, Lawrence, South Chestnut Street, Springdale.

The Third District, including schools known as Hamilton Street, Morgan, Park Street, Sargeant Street, West Street.

Rule 5. The Committee on Rules, Salaries, and Finance shall consider all proposals to repeal or amend the rules; shall report on all salary petitions, and proposals to change salary schedules; shall sign and approve for payment all bills and pay rolls; shall audit school funds; shall prepare annually an estimate of the school expenses for the fiscal year; and shall apportion the appropriation of the City Government in accordance with that estimate.

Rule 6. The Committee on Buildings, Supplies, and Courses of Study shall, subject to approval by the full Board, purchase the supplies and equipment for the schools; shall have general supervision over all buildings, the entire janitor service, the use of school halls and rooms for other than school purposes; and shall consider and recommend all changes in text books. This Committee is empowered to issue orders for school supplies, which do not exceed two hundred dollars ($200).

Rule 7. The Committee on Special Departments, Evening Schools, and Attendance, shall exercise general supervision over the work in manual training, household arts, music, drawing, writing, health, and physical education, and such other special departments as may be organized. They shall establish evening schools in such numbers and in such districts as they, with the authority of the Board, may determine, and have supervision over the same They shall investigate the causes of irregularities of attendance of pupils, and shall take cognizance of all matters relating to the census and employment of children of school age and report thereon to the Board.

Rule 8. There shall be appointed at the meeting in December a special committee of three members for the preparation of the annual report. There shall be published with the annual report, the report of the Superintendent of Schools and such other reports as the Board may authorize. On or before the fifteenth day of January reports and other matters for publication shall be presented to the special committee, who shall report at the regular meeting of the Board in February. When accepted by the Board the report shall be printed.
