CHAPTER XVI.
PUPILS.


Rule 1. No child who has not been vaccinated shall be admitted to any school except as provided by law, unless he presents a physician's certificate stating that he is an unfit subject for vaccination. Pupils presenting such certificates shall be required to renew them every year.

Rule 2. No child who has not attained an age determined by the School Board shall be admitted to a kindergarten. No child who has not attained an age determined by the School Board shall be admitted to an elementary school. No pupil whose name is not on the regular certified promotion list, and who does not posses a grammar or junior high school diploma or a certificate of entrance signed by the Superintendent, shall be admitted to the High School.

Rule 3. Pupils shall attend the school in the district in which they live unless otherwise permitted by the Superintendent, for reasons of health, crowded conditions of attendance. or discipline. Any pupil who changes his residence locally during a school year may complete the year without change of school.

Rule 4. No claim for transportation shall be allowed for any pupil who attends a school outside of his own district, to which he has not been assigned by the Superintendent.

Rule 5. Non-resident children may be allowed by the Board to attend the schools of the city on such terms as shall he deemed equitable, provided it can be done with a due regard for the rights and privileges of the children of our own citizens; but none shall be allowed to attend without first obtaining permission, and a certificate of the same from the Superintendent; and it shall he the duty of the Superintendent to keep a record of all such non-resident pupils, and of the time they are connected with the schools; and he shall attend to the collection of their tuition and its payment to the City Treasurer. The rates of tuition for the different schools shall be established annually in September by the School Board.

Rule 6. A pupil who leaves any public school oil account of change of residence or other satisfactory reason shall receive a discharge card from the teacher, which card shall admit him to the corresponding grade in the school which he enters. All pupils who seek admission to any grade above the lowest elementary, and who have no discharge cards shall be examined by the receiving principal and assigned to the proper grade.

Rule 7. No pupil or other person suffering or convalescent from Anterior Poliomyelitis, Chicken Pox, Diphtheria, Cerebro-Spinal Meningitis. German Measles, Measles, Mumps, Scarlet Fever Smallpox, Whooping Cough, shall be permitted to attend a public school without a written permit from the Board of Health, attending physician, or duly authorized person, stating the facts and date of recovery.

Rule 8. Pupils or other persons afflicted with the above diseases shall be excluded from school for the following periods : Anterior Poliomyletis -- four weeks; Chicken Pox--two weeks; Diphtheria--one week from date of report and until two successive negative cultures, taken at least twenty-four hours apart, from nose and throat, have been obtained; Cerebro Spinal Meningitis--two weeks; German Measles--two weeks; Measles--two weeks; Mumps--one week from onset of disease, and thereafter until the disappearance of swelling of salivary glands; Scarlet Fever--six weeks; Smallpox--four weeks; Whooping Cough--five weeks.

Rule 9. Pupils or persons exposed to the infection of the above diseases shall be excluded from school for the following periods: Anterior Poliomyelitis— if child lives away from home one week and stays away from home, can re-enter school, otherwise, four weeks; Chicken Pox—one week; Diphtheria—if child lives away from home and two negative cultures are taken, then can continue in school, quarantine at home otherwise, for one week; Cerebro Spinal Meningitis—if child lives away from home, ten days; German Measles—one week; Measles—sixteen days; Mumps—sixteen days; Scarlet Fever—if child lives away from home, one week; Smallpox—three weeks; Whooping Cough— two weeks.

Rule 10. All pupils shall attend school punctually and regularly, shall obey the rules of the school and observe good order and propriety of deportment. They shall be faithful in study, respectful and obedient to teachers and considerate to fellow pupils. They shall refrain from the use of vulgar and profane language and shall be personally neat and clean.

Rule 11. Every pupil who is not in his seat at the time for beginning school shall be marked tardy. Every pupil who fails to attend at least one-half of any school session shall be marked absent. In all eases of tardiness or absence by a pupil the teacher shall require that the parent or guardian file an excuse in person or in writing. No pupil shall be dismissed during school hours save in case of emergency except upon request of the parent or guardian in person or in writing. Teachers shall record all dismissals.

Rule 12. No pupil shall be absent regularly for part of a session to receive instruction elsewhere or shall be dismissed regularly for any reason whatever or shall be permitted to omit any branch of the course of study without permission of the Superintendent and the proper district committee.

Rule 13. Pupils shall not receive callers, except parents or guardians, during school hours unless the teacher upon investigation deems the occasion important.

Rule 14. Pupils of the High School shall be required to return to the special afternoon session from 3:15 o'clock to 4:30 o'clock to make up deficiencies in study.
